They rise where trade gathers, where rivers bend, where temples claim power—and they endure only so long as they can hold what they have taken.

Each city is a world unto itself.

== Vahraka, The River Crown ==

Vahraka sits astride the meeting of three great rivers, its docks layered like steps into the water. Barges, ferries, and warboats choke its harbors day and night.

The city is ruled by merchant houses who pretend not to be at war with one another.
