Known traditionally as '''the Golden Isles''', Yan Doro consists of a number of the larger, wealthier, and more strategically placed islands of the Sunscatter, together with their dependent ports, fishing communities, anchorages, and surrounding waters. Its ships sail throughout the southern seas, its merchants appear in nearly every important harbor, and its capital of [[Sigil:Skell|Skell]] has grown rich from the traffic passing between the mainland realms and lands farther overseas.

Foreign maps have often encouraged the mistaken belief that Yan Doro governs the entire Sunscatter. No Doran monarch has ever accomplished such a thing, and sensible Dorans do not pretend otherwise. Beyond the islands effectively governed from Skell lie hundreds of lesser islands, reefs, atolls, storm-beaten rocks, abandoned settlements, hidden lagoons, and isolated communities over which no crown exercises reliable authority. Some appear on old royal charts as possessions but have not seen a tax collector within living memory; others have never been claimed at all. Between the recognized islands of Yan Doro and the outermost reaches of the Sunscatter lies a maritime wilderness where jurisdiction fades by degrees until it becomes a matter of who possesses the stronger crew and the better knowledge of the reefs.

This uncertain geography has shaped Yan Doro as deeply as the sea itself. The Crown may command warships, collect customs, enforce contracts in the great ports, and punish piracy when it can catch the offenders, yet every Doran ruler knows that royal authority travels poorly across open water. Island communities are accustomed to solving their own problems, captains spend months beyond easy reach of government, and even loyal subjects often think first in terms of household, vessel, harbor, and island before considering the distant authority of Skell. Yan Doro is a kingdom, but it is a kingdom whose boundaries move with tide, chart, custom, and the willingness of sailors to acknowledge them.

== The Crimson Coast ==

The '''Crimson Coast''' is much larger than either Yan Doro or the Sunscatter Isles. The name describes the broad maritime region stretching along the southern mainland from the shores of [[Sigil:Sarrivel|Sarrivel]] toward [[Sigil:Calael|Calael]], embracing the islands lying offshore from Calael and [[Sigil:Angharais|Angharais]] as well as the whole of the Sunscatter farther out to sea. Its name is commonly attributed to the ruddy beaches, iron-colored cliffs, and reefs that glow red beneath shallow water in certain stretches of the coast, though sailors have supplied a hundred more colorful explanations.

No single ruler controls the Crimson Coast, and no common law binds its inhabitants. Sarrivellan patrols, Calaeli warships, Angharan merchants, Mazirine traders, Doran captains, independent islanders, smugglers, fishermen, and Red Reavers share the same waters while recognizing very different authorities. The region is therefore less a political territory than a connected maritime world whose people know the same currents, storms, markets, hazards, and notorious anchorages.

A captain may begin a voyage under the law of Sarrivel, pass Calaeli islands by noon the next day, trade in a Doran harbor later in the week, and finish the month anchored beside an unnamed Sunscatter reef where the nearest king might as well inhabit another world. To understand Yan Doro, one must first understand that the sea around it has never belonged wholly to anyone.

== The Sunscatter Isles ==

The '''Sunscatter Isles''' comprise hundreds of islands spread across a vast expanse of warm sea, ranging from large inhabited lands capable of supporting towns, farms, vineyards, and forests to coral atolls little more than a few feet above the tide. Seen from a high headland at sunrise, the nearer islands appear scattered across the water like fragments of gold, which is generally supposed to have given the archipelago its modern name.

The greater islands possess freshwater, sheltered harbors, grazing land, timber, or cultivable valleys and have consequently attracted permanent settlement for centuries. Between them lie innumerable lesser places whose value depends upon circumstance: a hidden spring known to fishermen, a beach suitable for careening ships, a lagoon concealed behind dangerous reefs, a patch of timber on an otherwise barren island, or merely a rock positioned conveniently between two longer passages.

Many such islands have never required government in any meaningful sense. A handful of families may live there seasonally, or fishing crews may visit for only part of the year. Some support hermits, escaped servants, smugglers, wreckers, exiles, small religious communities, or people whose ancestors simply chose an island nobody else wanted and remained there until possession became custom.

For sailors seeking to disappear, the Sunscatter is nearly ideal. A vessel with a skilled pilot can vanish among the outer islands, replenish water from a hidden spring, repair beneath an overhanging cliff, and emerge weeks later hundreds of miles from where its pursuers expected it to be. This is one reason the Red Reavers have flourished throughout the Crimson Coast despite repeated attempts by several governments to suppress them.

== The Making of Yan Doro ==

The islands now composing Yan Doro were not united by conquest in the manner of many mainland realms. In the elder centuries they were occupied by fishing communities, trading settlements, raider holds, and the households of captains who controlled particular anchorages or stretches of coast. Authority belonged to whoever could protect a harbor, feed a crew, settle quarrels, and persuade neighboring captains that cooperation was preferable to feud.

As maritime trade expanded, the richest of these island powers became increasingly dependent upon one another. Ships required safe harbors beyond their home islands; merchants demanded predictable customs; fishermen wanted common rules governing disputed waters; and every captain understood the advantages of presenting a united fleet when mainland rulers attempted to impose their own terms upon the islands. Alliances that began as temporary agreements gradually hardened into customary obligations, and several generations of sea-kings transformed a network of harbors into something recognizable as a realm.

The title '''Golden Isles''' therefore expresses an ideal more than a geographical claim. Yan Doro was never all the islands beneath the southern sun. It was the league, crown, and shared identity formed by those islands that agreed—or could be persuaded—to belong together.

That distinction remains fundamental to Doran politics. The Crown governs islands, ports, and people; it does not claim every reef visible from a masthead.

== Skell, Jewel of the Reefs ==

The capital of Yan Doro is '''Skell''', a great port built around a deep natural harbor protected by reefs and steep headlands. White and pale coral-stone buildings climb in terraces from the waterfront, threaded by narrow streets, stairways, covered passages, and small plazas overlooking the sea. Watchtowers command the harbor approaches while warehouses, chandlers, sailmakers, taverns, bathhouses, moneychangers, brokers, and shipyards crowd the lower districts.

Skell is rarely quiet. Hammers ring from the yards from first light, fishmongers compete with dockmasters and freight crews along the quays, rigging creaks above every waterfront street, and sailors shout in languages gathered from half the known world. The upper terraces contain merchant houses, embassies, shrines, gardens, and residences whose balconies catch the evening wind, while the harbor below remains illuminated long after sunset by tavern lanterns and ships preparing for the morning tide.

There is an old Doran boast that anything may be bought in Skell provided one does not ask where the seller obtained it. Foreign spices, Meranti silver, Calaeli wine, Angharan cloth, Vulkah metalwork, rare woods, ivory, manuscripts, navigational instruments, gemstones, perfumes, medicines, slaves freed or stolen from foreign masters, and occasionally entire ships change hands in its markets. Some goods arrive perfectly legally and pay the appropriate customs. Others somehow pass through the harbor without troubling the clerks.

Skell thrives because everyone involved understands that the distinction matters tremendously in principle and rather less consistently in practice.

== The Coral Keep ==

High above the harbor stands the '''Coral Keep''', the fortified royal residence from which the rulers of Yan Doro have watched the masts below for generations. Despite its name, the keep is constructed principally of pale limestone and dark volcanic stone rather than fragile reef coral, though decorative coral and shellwork appear throughout its courts and sea-facing galleries.

The Coral Keep is palace, fortress, archive, treasury, and signal station in equal measure. From its upper towers royal lookouts can observe vessels entering the outer approaches, while signal flags and lanterns communicate with watch posts positioned along the reefs. Its lower halls contain charter records, treaties, customs agreements, maritime judgments, and generations of correspondence between rulers and captains who invariably believed their own particular quarrel to be unprecedented.

The court itself lacks the stiff ceremonial character associated with many Rhone monarchies. Admirals, merchants, pilots, shipwrights, foreign envoys, island chiefs, moneylenders, and captains may all find themselves waiting in the same galleries, and rank does not always determine whose business reaches the sovereign first. A prince who arrives with compliments may wait while an exhausted harbor-master bearing news of an approaching storm walks directly past him.

No Doran ruler who forgets the sea remains effective for long.

== The Crown and the High Dock Council ==

Yan Doro is governed through an uneasy partnership between the Crown and the '''High Dock Council''', a body traditionally composed of twelve powerful ship-masters representing major maritime, commercial, and island interests. The precise balance between the two institutions has shifted repeatedly, but an old saying summarizes the arrangement with admirable economy: '''“The Council holds the purse; the Crown holds the charter.”'''

The monarch commands the standing royal fleet, receives foreign embassies, confirms treaties, adjudicates disputes between islands, appoints senior officers, and represents Yan Doro as a single realm before other powers. The High Dock Council controls much of the machinery through which those ambitions become possible: customs revenues, harbor administration, shipbuilding contracts, credit, commercial regulation, and the cooperation of merchant houses whose vessels carry far more cargo than the Crown could ever move on its own.

Neither side can easily dispense with the other. A ruler who attempts to govern without the Council soon discovers how expensive ships are, while councillors who imagine themselves able to govern without the Crown rapidly encounter disputes for which merchant contracts provide no solution. Doran politics consequently consists less of absolute sovereignty than of continual bargaining among institutions whose interests overlap without ever becoming identical.

The arrangement appears disorderly to foreign ambassadors accustomed to clearer hierarchies, but it has survived precisely because no single faction can dominate it for long.

== Queen Mereth of the Tides ==

The present ruler is '''Queen Mereth of the Tides''', a sharp-witted and formidable woman who commanded a war-galley before inheriting the crown and has never allowed her councillors to forget that she understands ships from the deck rather than merely from harbor accounts. Stories of her early career have already acquired the usual Doran embellishments, and it is difficult to separate documented voyages from adventures added later by tavern singers, though no serious observer doubts that she spent substantial time at sea.

Mereth governs by balancing interests that cannot safely be allowed either to unite against her or destroy one another. She encourages rivalry among merchant houses while preventing commercial feud from closing the harbor, grants ambitious captains enough opportunity to keep them useful without allowing any one of them to command excessive loyalty, and uses the royal fleet sparingly because its mere existence often provides more leverage than its actual deployment.

Her manner is famous for being direct, profane when provoked, and unexpectedly patient when patience produces advantage. Foreign diplomats occasionally mistake the informal atmosphere of her court for weakness, particularly when they see sailors arguing openly in royal halls or hear councillors contradict the Queen in public. They generally discover that Mereth distinguishes carefully between disagreement and disobedience.

The first is ordinary Doran politics.

The second can become expensive.

== The Greater Islands ==

Yan Doro contains numerous inhabited islands and dependent communities, but several possess sufficient population, wealth, or strategic importance to shape the affairs of the entire realm.

'''Redmark''', lying toward the northern approaches, is the great shipbuilding center of Yan Doro. Its yards are famous for fast galleys, broad-bellied merchantmen, cutters, fishing vessels, and private warships built from imported timber and the harder woods available on the larger Sunscatter islands. Redmark's shipwrights possess a reputation for temperament almost as celebrated as their workmanship, and arguments over hull shape, mast placement, or the proper seasoning of timber have occasionally outlived the ships under discussion.

'''Talaris''' is gentler country, with sheltered valleys, vineyards, olive groves, grain fields, orchards, and scattered estates whose produce feeds both Yan Doro and passing vessels. Its wines are exported widely, and its people enjoy a reputation for hospitality and deliberate speech that contrasts with the louder habits of Skell. Mariners who spend months at sea often speak of Talaris with peculiar affection, for its green hills and long meals represent everything a ship cannot provide.

'''Krev''' lies closer to the uncertain margins of royal authority. Its coves and broken coastline have long attracted traders seeking to avoid official attention, political exiles, smugglers, and captains whose relationships with the law vary according to the port in which the question is asked. Krev belongs to Yan Doro, but officials sent there learn quickly that belonging and obeying are not synonyms.

'''Myra's Chain''' forms a bleak southern string of storm-lashed rocks and narrow islands where safe anchorages are rare and the weather changes with little warning. Small communities survive there by fishing, salvage, goat herding, and stubbornness, alongside hermits, religious houses, wreckers, fugitives, and others who regard difficult access as an advantage rather than a hardship. Doran pilots respect the people of Myra's Chain because anyone raised there learns very early that the sea is indifferent to confidence.

Beyond these recognized islands lie innumerable outer settlements that may trade with Yan Doro without being part of it, accept Doran protection only when convenient, or acknowledge no sovereign at all.

== Islanders and Sailors ==

The people of Yan Doro are commonly called '''Dorans''', although island identity remains strong and inhabitants of Redmark, Talaris, Krev, and the lesser islands may identify themselves by their home harbor before using the broader name. Centuries of travel and intermarriage have produced a population more varied than mainland stereotypes suggest, but sun-darkened skin, dark hair, wiry builds, and the physical habits of people accustomed to boats and steep coastal settlements are common.

Children in maritime families learn currents, weather signs, knots, swimming, reef hazards, and the principal stars at an age when their mainland counterparts may only be beginning formal schooling. Literacy is valued in the commercial ports because contracts, manifests, charts, and foreign correspondence matter enormously, yet an experienced pilot unable to write more than a signature may command greater respect than a learned clerk who cannot recognize a falling barometer in the behavior of seabirds.

Doran society generally prizes competence over pedigree. Birth and wealth matter, particularly among established merchant houses, but a person who proves useful at sea can rise rapidly in reputation. A fisherman with extraordinary knowledge of a reef passage may dine with a councillor because the councillor wants him to keep talking, while the child of an old family who proves cowardly, incompetent, or incapable of keeping an agreement may discover that ancestry purchases surprisingly little respect on a ship.

Women go to sea as routinely as men and appear as merchants, pilots, shipowners, navigators, captains, and fighters throughout Doran history. Marriage customs vary considerably among the islands, though contracts concerning property, voyage earnings, inheritance, and obligations during long absences are generally more important than they are in most Rhone societies. One common ceremony seals a marriage by pouring a shared cup of salt water across the couple's clasped hands, acknowledging that the sea will inevitably stand between them at some point and must therefore be included in the bargain.

== Story, Boast, and Reputation ==

Storytelling is among the great arts of Yan Doro. Harbor taverns, family courtyards, ship decks, markets, and evening gatherings provide an endless audience for accounts of storms survived, impossible passages navigated, treasures lost, humiliations inflicted upon customs officers, loves abandoned in foreign ports, and monsters that invariably grow larger with every retelling.

Doran culture makes a distinction between lying for advantage and lying for entertainment. The first can destroy a person's reputation if discovered; the second may improve it considerably provided everyone understands that a story is being told. A captain who falsifies a cargo agreement is a cheat, while a captain who claims to have outsailed a hurricane by insulting it until it turned aside may be invited to repeat the tale.

The distinction can bewilder foreigners, particularly because Dorans enjoy allowing them to remain bewildered.

Reputation therefore functions as a kind of social currency. A person known for courage, generosity, seamanship, wit, or keeping agreements can acquire influence far beyond formal rank, while someone notorious for cheating shipmates or abandoning companions may find doors closed in ports where no written law has been broken.

== Festivals of the Isles ==

Doran celebrations tend toward noise, food, alcohol, music, competition, and an enthusiastic willingness to turn civic occasions into excuses for remaining awake until dawn. Ship launchings are particularly elaborate, since a new vessel represents both considerable investment and a future collection of stories whose ending nobody yet knows. Hulls are decorated with ribbons and flowers, crews throw coins or cups of wine into the water, and competing traditions disagree over whether breaking pottery against the bow brings luck or merely annoys shipwrights.

The most solemn widespread observance is the '''Night of Lanterns''', when lights are set upon the water in remembrance of those who never returned from sea. In Skell thousands of lanterns drift across the harbor and outward toward the reefs, while smaller island communities may launch only a few bearing family marks or the names of the dead. The festival is neither wholly Triadic nor entirely connected to older belief; like much of Doran religious life, it has accumulated meanings over generations without requiring anyone to reconcile them.

The drowned occupy a peculiar place in an island culture where nearly every family has lost someone to the sea. Their absence is accepted as ordinary without ever becoming trivial.

== Faith of Wave and Coin ==

Triadic temples stand in Skell, Redmark, and other substantial Doran settlements, and the Powers are recognized throughout the realm, yet island religious practice has never fitted comfortably into the more orderly traditions favored by mainland clergy. Doran sailors carry blessings, amulets, family customs, old sea observances, fragments of Triadic teaching, and traditions acquired in foreign ports without feeling much need to determine which of them belongs within a coherent theological system.

One of the most persistent figures in maritime tradition is the '''Lady Below''', to whom sailors may offer a coin, a cup of wine, a little oil, or the first portion of a catch before a dangerous passage. The Dorans themselves do not agree about what the Lady Below actually is. Some identify the name with one of the Powers under an old maritime title, others consider her an Eidra or guardian of the deeps, and many sailors regard theological precision as an excellent occupation for people who are safely ashore.

What matters in practice is the custom: the sea should not be treated with arrogance, debts should be acknowledged, and those who travel upon deep water should remember how little stands between them and death.

Many vessels also carry small '''luck-idols''' fashioned from driftwood, bone, carved shell, or scraps of old ships. Such objects may represent ancestors, Powers, legendary captains, sea creatures, or nothing that can be explained coherently. Clergy have periodically attempted to regularize these practices, but generations of Doran priests have learned that accommodating harmless custom generally produces more genuine devotion than declaring war upon every carved piece of driftwood aboard the fleet.

== Trade and the Golden Isles ==

Yan Doro's prosperity depends upon geography. The realm stands among sea routes connecting the mainland kingdoms with the wider southern world, and its harbors offer water, repair, pilots, provisions, warehousing, credit, brokerage, and protection to vessels that might otherwise be forced into much longer passages.

Wine, olive oil, salted fish, dried fruit, rope, sailcloth, worked shell, coral, timber, and ships form important native exports, while imported cargoes arriving through Skell can include almost anything portable enough to survive a sea voyage. Merchants buy and resell goods from several different regions without necessarily knowing where their cargo will finally be consumed, and Doran brokers have become expert at arranging transactions between foreigners who distrust one another too much to meet directly.

Smuggling is correspondingly difficult to separate entirely from ordinary commerce. The same captain may carry taxed grain into Skell, untaxed wine into a remote Calaeli harbor, and perfectly legal passengers back to Yan Doro, regarding all three activities as variations upon the same profession. The Crown objects most strongly when smuggling deprives it of substantial revenue or causes diplomatic trouble; moral outrage tends to increase in proportion to the value of the lost customs duties.

== The Royal Fleet ==

The Crown's most direct instrument is the '''royal fleet''', the only substantial permanent naval force in the realm whose loyalty is owed institutionally to the sovereign rather than to a merchant house, island community, or individual captain. Its duties include defending Skell, escorting important convoys, suppressing piracy near major trade routes, carrying royal messengers, enforcing customs decisions, and demonstrating Doran power when negotiation requires something more visible than a letter.

Even the royal fleet operates within limitations imposed by geography. It can blockade a known harbor, patrol a major passage, or hunt an identified vessel, but it cannot search every lagoon of the Sunscatter or permanently guard every merchant route across the Crimson Coast. Admirals therefore depend heavily upon pilots, informants, harbor gossip, local alliances, and the willingness of independent captains to share information.

Doran naval doctrine favors speed, seamanship, maneuver, archery, boarding, and mechanical engines such as scorpions and ballistas. Like the other fleets of the Sigil Lands, Yan Doro possesses no gunpowder artillery, and naval fighting is consequently conducted at much closer distances than foreign tales sometimes suggest.

A skilled captain wins by placing a ship where the enemy did not expect it, damaging rigging and crew, forcing a collision or surrender, and boarding when the advantage is sufficient.

== The Red Reavers ==

The '''[[Sigil:Red Reavers|Red Reavers]]''' are inseparable from the popular image of the Crimson Coast but should not be confused with Yan Doro or its people. They are not a Doran military order, guild, nationality, or secret brotherhood, and no council possesses authority to determine who may use the name.

A Red Reaver is, fundamentally, someone who says that he or she is one.

The name is claimed by independent captains and crews throughout the Crimson Coast: Dorans, Sarrivellans, Calaeli, Angharans, Mazirines, foreigners, islanders of no recognized realm, and people who prefer not to discuss their place of origin. Some are pirates in the strictest sense, attacking merchant vessels for plunder; others are smugglers, privateers, raiders, mercenaries, fugitives, or free captains who cross the line between lawful and unlawful activity so often that the distinction has ceased to interest them.

They commonly call themselves '''Kingless''' or '''Free Folk''', but even those terms describe an attitude more than an organization. Two Red Reaver crews may cooperate for years, fight one another over a captured ship, and drink together again once the matter has been settled. Customs concerning shares, captaincy, hospitality, and shipboard justice circulate widely among them, yet no universal Reaver code exists that every self-declared captain must obey.

This loose identity is precisely why rulers have never succeeded in destroying the Red Reavers as though they were an enemy state. A fleet may burn a pirate haven, hang several notorious captains, and congratulate itself upon victory, only to discover a year later that new crews are flying red streamers from entirely different islands.

The idea survives because no one owns it.

== Yan Doro and the Reavers ==

Yan Doro's relationship with the Red Reavers is necessarily contradictory. The Crown hunts crews that attack Doran merchants, violate important harbors, murder subjects, or create diplomatic problems too serious to ignore, and Queen Mereth has ordered pirates hanged when their activities crossed boundaries she considered intolerable.

At the same time, Red Reavers frequent Doran taverns, sell goods through intermediaries, recruit Doran sailors, possess relatives in respectable island communities, and disappear into outer reaches where royal authority is weak or nonexistent. During wartime, captains previously regarded as criminals may suddenly become useful privateers if their hostility can be directed toward an enemy of the Crown.

This does not make the Reavers servants of Yan Doro. It makes Yan Doro a maritime kingdom attempting to live beside a phenomenon that no government on the Crimson Coast has been able either to control or eliminate.

The comparison is sometimes made to weeds growing between paving stones. Doran sailors prefer a different image: the Reavers are sharks. A harbor-master may dislike sharks, kill one that comes too close to swimmers, and still understand perfectly well that the sea beyond the harbor contains more.

== Hawk's Haven ==

The most famous Red Reaver refuge is '''[[Sigil:Hawk's Haven|Hawk's Haven]]''', hidden somewhere among the wider Sunscatter Isles. Foreign writers frequently describe it as though it were a Doran pirate city, but this is misleading. Hawk's Haven lies within the maritime geography of the Sunscatter without standing comfortably beneath the authority of Yan Doro, and whatever influence the Crown possesses there depends upon circumstance rather than any uncontested right of government.

Its reputation has made the Haven larger in stories than it may be in reality. Every tavern claims to know a captain who has visited it, every naval officer knows someone who can supposedly find it, and every merchant whose stolen cargo disappears into the Sunscatter eventually declares that it must have gone to Hawk's Haven.

The important fact is not whether every story is true. It is that a place can exist among the Sunscatter where Red Reavers gather precisely because the archipelago contains enough forgotten water for such refuges to survive.

== Law on Water ==

Doran law becomes increasingly practical the farther it travels from Skell. Within the capital and principal royal harbors, contracts, tariffs, property rights, crimes, and maritime disputes are handled through established courts and officials. On smaller islands, much depends upon local councils, harbor authorities, shipmasters, customary law, and whichever representative of the Crown happens to be present.

At sea, a captain necessarily exercises broad authority over the vessel because hesitation during a storm or battle can kill everyone aboard. That authority is not always absolute. Merchant contracts, crew agreements, ownership shares, island customs, and expectations concerning food, wages, salvage, and treatment of sailors place real limits upon acceptable conduct. A brutal captain may discover that legal ownership of a ship is of little value after every competent hand refuses to sail under him.

Salvage law is especially elaborate because wrecks are common among the reefs. Islanders distinguish carefully between rescuing cargo from a doomed vessel, taking abandoned goods from a wreck, concealing property whose owner may reasonably return for it, and deliberately causing a wreck so that the cargo can be stolen.

Foreigners sometimes fail to appreciate these distinctions.

Dorans generally explain them at length while charging storage fees.

== Relations with Other Realms ==

The Age of the Comet finds Yan Doro prosperous, contentious, and more important to the affairs of the mainland than many mainland rulers care to admit. The wars surrounding Tael Neydra have disrupted older patterns of commerce, military demand has raised the value of ships and supplies, and every political crisis creates new opportunities for merchants, smugglers, privateers, and captains willing to carry cargo into dangerous waters.

Queen Mereth must therefore balance immediate profit against longer consequences. Sarrivel remains both rival and partner, Calael watches the Crimson Coast closely, Mazirin seeks commercial advantage wherever instability permits it, and the Red Reavers exploit every gap created by distracted governments. The royal fleet can protect the principal Doran islands but cannot police the entire Sunscatter, nor could any conceivable fleet accomplish that task without becoming larger than the realm it was intended to defend.

The uncertainty suits Yan Doro better than it would many kingdoms. Its people have never expected the world to remain still merely because governments would find that convenient. They live among islands whose coastlines change beneath storms, sail waters where a familiar reef can destroy an inattentive captain, and conduct politics in a realm where royal power ends somewhere beyond the last reliable harbor.

For the Dorans, the lesson is not that order is impossible, but that order must know its limits.
