The organization recruits supervillains, convicted criminals, vigilantes, and other expendable operatives whose unique abilities make them useful assets in extreme situations.

Every member of Squad 13 possesses a criminal record, and many are actively serving prison sentences at the time of recruitment. In exchange for participating in missions on behalf of PHASE II, operatives receive reduced sentences, special privileges, and consideration for eventual parole.

Because of their status as disposable assets, the team’s members often refer to themselves bitterly as '''the Expendables''' or '''Lucky 13'''.

Squad 13 operations frequently involve black-ops missions, counterterrorism, assassination attempts, superhuman containment, sabotage, and threats too dangerous for ordinary personnel. Casualties are common, and the team maintains a constantly rotating roster as members are killed, injured, released, or returned to prison.
