The team was originally formed when [[Crucible:Power Man|Power Man]] and [[Crucible:Captain Fortune|Captain Fortune]] assembled several New York-based heroes to dismantle a dangerous German spy network operating within the United States. The success of the mission quickly demonstrated the effectiveness of coordinated superhero operations during wartime. As the war escalated, the Victory Squadron became the leading edge of America’s superhuman war effort. The team fought on the Home Front, across occupied Europe, throughout the Pacific theater, and in numerous secret operations hidden from the public record. Their adventures combined wartime action, espionage, pulp heroics, supernatural threats, and battles against some of the deadliest Axis-aligned supervillains of the era.
