== Postwar Career ==

The war taught Hellstrom that extraordinary threats could no longer be answered by ordinary military structures—or by a single extraordinary man.

The Tornado had become famous for creating chaos. Hellstrom devoted the rest of his career to creating order.

After the war, he became one of the principal architects of the United Nations-backed enforcement organization [[Crucible:PHASE II|PHASE II]]. His experience in unconventional warfare, multinational operations, occult threats, advanced weapons, and politically deniable missions helped shape the agency’s earliest doctrine.

Hellstrom understood that the next [[Crucible:Doctor Omega|Doctor Omega]] could not be defeated by one spectacular commando arriving behind enemy lines with eighteen bullets. The world required a permanent institution able to identify extraordinary threats, cross national boundaries, and respond before those threats became wars.

In that sense, the creation of PHASE II was his final and most consequential operation.

His direct involvement in the organization’s later years remains unclear.
