== The Judgment of He Who Watches ==

Uragh tales rarely end with Rhughash pronouncing elaborate sentences upon the living. His judgment is usually revealed indirectly, through reputation, memory, story, or the quiet conviction that a person knows exactly where they failed.

This has produced a culture in which strength is admired but never safely assumed. A boast may be tolerated before the contest. Afterward, witnesses will decide how much of it survived reality.

The strongest Uragh heroes are therefore not invariably the loudest or most violent. Many are remembered for carrying others, keeping impossible promises, remaining awake through disaster, enduring exile, returning from defeat, or admitting shame and then doing the work required to become better.

Rhughash judges some strong and some weak.

The Uragh believe he has been doing so since before their people had a name.

Whether he first saw something in them, or they first saw something in him, no one can say.

Perhaps the oldest answer remains the best.

They recognized each other.
