CounterForce emerged during the Modern Age amid growing international concern over the escalating scale of metahuman threats. Governments increasingly found themselves overwhelmed by crises involving supervillains, enhanced mercenaries, bio-engineered terrorists, rogue psionics, and destructive vigilantes operating beyond conventional law enforcement capabilities.
