== Design And Capacity == Like all PHASE II strongholds, Vulture Island is built to detain a wide spectrum of metahuman threats. The facility is capable of securely housing over a thousand detainees, ranging from enhanced humans to alien entities, energy manipulators, super-strong individuals, and beings with exotic or poorly understood abilities. Cells are not standardized. Each containment unit is designed or modified to match the specific threat profile of its occupant. Reinforced alloys, adaptive materials, energy-damping fields, environmental controls, and automated monitoring systems are used in combination to prevent escape, minimize risk to staff, and maintain controlled conditions. The prison includes: * High-security containment blocks for superhuman strength and durability * Energy-dampening cells for projection and manipulation abilities * Psionic shielding suites to prevent telepathy, mind control, or mental intrusion * Arcane containment chambers designed to suppress or isolate magical effects * Environmental habitats capable of sustaining alien or non-standard biologies * Medical and research wings for monitoring unstable or evolving conditions The design philosophy is simple: no single solution works for every prisoner. Every inmate is treated as a unique engineering problem.
