== Kuragh Torr == '''[[Sigil:Kuragh Torr|Kuragh Torr]]''' is the great Uragh confederation of the plains, but it is not a kingdom and possesses no permanent capital. It is a network of peoples, families, herds, camps, leaders, alliances, customary rights, obligations, and remembered agreements. Its political geography changes as its people move, and authority depends far more upon relationships and recognition than upon the occupation of a fixed administrative center. At great gatherings, thousands of Uragh may temporarily create something resembling a city upon the open grass. Yurts rise in ordered clusters while herds cover the surrounding country. Traders arrive from distant territories, disputes are heard, marriages negotiated, animals exchanged, competitions held, news carried from camp to camp, and old alliances renewed. Leaders who may not have seen one another since the previous gathering argue over common concerns and make arrangements for the seasons ahead. Then the gathering ends. Within days the city is gone, but its government has not disappeared. Its participants have simply carried it away with them. Leadership among the Uragh is correspondingly personal and often situational. Someone respected in war may not be the person a community wants deciding grazing rights, while a gifted negotiator may have little authority over a hunt. An elder whose physical strength has faded may possess knowledge nobody else can replace. Some individuals acquire influence extending far beyond their immediate families, but such influence must be maintained through reputation, ability, generosity, relationships, and demonstrated judgment. People who can pack their homes and move are difficult to govern solely by commanding them to remain.
