Over the following decades, Jigsaw built one of the most powerful criminal organizations in the city’s history. His empire stretched across gambling, labor racketeering, smuggling, protection operations, political corruption, and black-market trade. Many later mob leaders openly modeled themselves on the systems Jigsaw created.

He ruled less like a street gangster and more like a corporate executive of crime.

At the same time, Jigsaw’s reign repeatedly brought him into conflict with Golden Age heroes such as [[Crucible:The Prowler|the Prowler]] and [[Crucible:The Silhouette|the Silhouette]]. Unlike costumed supervillains seeking conquest or destruction, Jigsaw represented something more grounded and persistent: organized corruption woven into the structure of the city itself.

Heroes could stop a robbery.

Stopping Jigsaw meant fighting the entire system around him.
