During its Silver Age heyday, Gravesworth held several notorious superhuman felons, including members of the [[Crucible:Fearsome Five|Fearsome Five]] and the super-strong criminal known as [[Crucible:The Brute|the Brute]]. These inmates served lawful sentences at Gravesworth after capture, trial, and conviction, though “serving” sometimes involved long periods of solitary containment, medical monitoring, and emergency repairs to the facility.

The presence of such prisoners made Gravesworth famous. Newspapers described it as the prison that could hold monsters. Politicians praised it as proof that the justice system could adapt to the superhuman age. Citizens of Unity City found the claim reassuring, at least until the next prison alarm sounded.

For younger heroes, delivering a captured villain to Gravesworth became almost a rite of passage. For villains, being sent to the Vault was a mark of status and humiliation at the same time. It meant they were dangerous enough to require special containment, but not clever enough to avoid prison.
