Officially, it is one of several specialized federal-superhuman detention sites operated under PHASE II authority. Unofficially, and far more commonly among heroes, agents, criminals, and the press, it is known as '''Stronghold East'''. The facility exists for one purpose: to hold prisoners whom ordinary jails, maximum-security prisons, military brigs, and psychiatric institutions cannot safely contain. Its inmates include super-strong felons, energy projectors, armored criminals, alien combatants, occult threats, rogue inventors, psionic offenders, and metahumans whose powers make conventional confinement impossible. == Purpose And Jurisdiction == Black Iron serves as the primary PHASE II detention facility for metahuman criminals sentenced or awaiting trial in the eastern portion of North America. Prisoners may arrive there after federal conviction, emergency metahuman containment orders, transfer from ordinary correctional systems, or capture during PHASE II operations. In practice, Black Iron occupies a complicated legal space. Some inmates are convicted criminals serving formal sentences. Others are dangerous suspects awaiting trial. A few are held under special security statutes because their powers, origins, or alien biology make normal custody impractical. PHASE II maintains that all detentions are subject to federal review, though civil liberties groups have repeatedly challenged the secrecy surrounding the facility. == Design And Security == Like other PHASE II detainment facilities, Black Iron is designed to securely hold more than a thousand metahumans of widely varying power types. The prison includes reinforced cells for inmates with superhuman strength, kinetic damping systems for speedsters and impact-based powers, Faraday-shielded blocks for technopaths and electrical criminals, energy-diffusion chambers for blasters, and sensory-isolation suites for illusionists and psionic offenders. The outer facility resembles a severe industrial fortress, with layered walls, underground levels, automated checkpoints, drone patrols, armored response teams, and independent power systems. Much of the actual prison extends below ground, descending through multiple security rings into specialized containment levels. PHASE II publicly describes Black Iron as “escape-proof,” a claim understood by most experienced heroes to be optimistic at best. The facility is escape-resistant, heavily defended, and extremely difficult to breach. But in a world of teleporters, sorcerers, shrinking criminals, living shadows, extradimensional entities, and genius-level supervillains, no prison can honestly be called escape-proof for long. == Specialized Containment == Black Iron’s greatest strength is not its walls but its adaptability. Each containment wing can be reconfigured for specific inmates, allowing the prison to handle wildly different threats under one roof. Metahumans with superhuman strength are held in gravitic restraint chambers, molecularly reinforced cells, or pressure-stabilized vaults designed to absorb and redirect impact force. Energy manipulators are housed in dampening rooms lined with conductive, absorptive, or reflective materials depending on their power source. Fire, radiation, cold, sound, magnetism, electricity, and plasma each require different countermeasures, and Black Iron’s technical staff maintain an entire classification system for energy-based offenders. Magical prisoners are assigned to warded containment circles, ritual-null chambers, or sanctified isolation cells prepared by PHASE II occult consultants. These cells are among the most controversial parts of the facility, since magical confinement often depends on obscure traditions, names of power, relic substances, or agreements with supernatural entities that PHASE II does not discuss publicly. Alien prisoners and nonhuman metahumans may be housed in custom life-support environments. Black Iron contains atmosphere chambers, pressure tanks, cryogenic habitats, high-temperature cells, low-gravity rooms, aquatic holding areas, and sealed alien-biome pods. The prison can sustain inmates who breathe methane, ammonia, chlorine, high-oxygen atmospheres, or liquids rather than air. == Staff And Operations == Black Iron is operated by PHASE II correctional officers, metahuman-response personnel, medical specialists, xenobiologists, engineers, psychic screeners, and occult-security consultants. The prison also maintains rapid-response teams trained to deal with riots, power surges, possession events, shapeshifter substitutions, mass hallucinations, and attempts to open portals from inside the cell blocks. The staff are not merely guards. Many are specialists in the behavior of powered criminals. They monitor power fluctuations, detect attempted escapes before they begin, evaluate psychological stress, and coordinate with courts, hospitals, hero teams, and PHASE II field divisions. Because Black Iron houses enemies of many major heroes, it has become a recurring point of contact between PHASE II and the superhero community. Heroes may deliver prisoners, testify during custody hearings, consult on containment measures, or be called in when a specific inmate’s powers exceed the facility’s standard protocols. == Reputation == To the public, Black Iron is a necessary evil: a place built to hold people too dangerous for any ordinary prison. To many superheroes, it is a useful but uncomfortable institution, one that solves practical problems while raising uneasy questions about secrecy and due process. To metahuman criminals, it is a name spoken with fear, resentment, and grudging respect. Among inmates, Black Iron has an almost mythic reputation. Some claim no one leaves unless PHASE II allows it. Others insist every cell has a flaw, every guard has a price, and every system can be beaten by the right mind or the right power. Both claims have been proven true at different times. == Notable Inmates == Notable metahuman felons currently serving sentences or awaiting legal action at Black Iron include [[Michael Sargon]], [[Bobo the Clown]], and the members of [[Black Sunday]]. These prisoners represent only a fraction of the facility’s population. Black Iron holds organized super-criminals, rogue agents, failed conquerors, alien infiltrators, magical predators, and one-time threats whose names are sealed from public record. Some are infamous. Others are known only to PHASE II, the courts, and the heroes who brought them in. == Related Facilities == Black Iron is one part of a larger PHASE II metahuman detention network. A similar facility serves the western and central portions of North America at [[Vulture Island, Nevada]], informally known as '''Stronghold West'''. Together, Black Iron and Vulture Island form the backbone of PHASE II’s North American metahuman incarceration system.
