Rising above the restored harbors, sealed ruins, vertical districts, orbital lifts, and glittering towers of the North American coast, NeoYork is both the capital of Earth and one of the most important cities in known space. The city stands where old New York nearly died. During the [[Biogenic Wars]] of the twenty-fifth century, the original metropolis was devastated by engineered plagues, mutagenic weapons, ecological collapse, and urban warfare. Centuries later, NeoYork rose from that ruin as a deliberate act of reconstruction: a new capital for a changed Earth, built atop the bones of one of humanity’s most storied cities. == The City Built Over The Old City == NeoYork occupies the same broad region as ancient New York, but it is not simply a rebuilt version of the old metropolis. Much of the prewar city lies buried, sealed, flooded, converted, or preserved beneath layers of thirty-first-century construction. Portions of old Manhattan, Brooklyn, Queens, the Bronx, and the surrounding metropolitan zone survive as archaeological strata, restricted zones, museum districts, foundation works, utility levels, and half-mythic “underburbs” known only to maintenance guilds, historians, smugglers, and urban explorers. The new city rises vertically and outward. Towers climb through atmospheric control fields. Transit lines move through the air, underground, across the harbor, and into orbital transfer systems. Vast public decks span former rivers and reclaimed zones. The skyline is less a row of buildings than a tiered continent of glass, alloy, gardens, light, and civic machinery. NeoYork is proud of its continuity with the old city, but not sentimental about it. The past is honored, studied, commercialized, and occasionally paved over when necessary. == Capital Of Earth == As the capital of Earth, NeoYork is the seat of planetary government and one of the principal diplomatic centers of the human sphere. Its administrative districts contain government towers, assembly halls, judicial complexes, planetary archives, diplomatic residences, and secure facilities for negotiations with extraterrestrial powers. The city’s political importance makes it a magnet for ambassadors, lobbyists, military envoys, journalists, corporate delegations, interstellar observers, activists, and spies. Decisions made in NeoYork can affect colonies, orbital habitats, lunar settlements, oceanic arcologies, and Earth’s relations with alien civilizations. For many off-world visitors, NeoYork is Earth. It is the place where they first encounter human government, human culture, human arrogance, human brilliance, and human noise, often within the same ten minutes. == Culture And Industry == NeoYork is one of the great cultural centers of the thirty-first century. Its theaters, media towers, sensory galleries, universities, historical districts, virtual arts houses, memory museums, and public festivals draw visitors from across the solar system and beyond. Every language of Earth can be heard somewhere in the city, along with alien tongues, machine dialects, and artificial symbolic systems invented by artists with too much funding. It is also an industrial powerhouse, though not in the old smokestack sense. NeoYork’s industries include advanced computation, gravitic engineering, diplomatic services, information architecture, bio-restoration, legal systems, orbital logistics, cultural media, precision fabrication, and historical simulation. The city manufactures ideas, policies, machines, fashions, identities, and controversies in equal measure. NeoYork remains recognizably descended from old New York in one respect above all others: it is crowded, loud, ambitious, expensive, impatient, and convinced that everywhere else is provincial. == The Legacy Of The Biogenic Wars == The [[Biogenic Wars]] remain central to NeoYork’s identity. The twenty-fifth-century catastrophe nearly destroyed old New York and left portions of the region biologically hazardous for generations. Engineered organisms, mutagenic residues, adaptive plagues, and weaponized ecosystems rendered whole districts uninhabitable. The reconstruction of NeoYork required not only engineering but planetary-scale medicine. Contaminated ruins had to be sealed or cleansed. Mutated ecologies had to be contained. Entire foundation zones were built above quarantined strata. Some areas beneath the modern city remain restricted because no one is entirely certain what still lives there. This hidden biological legacy gives NeoYork a strange double character. Above, it is a city of light, order, and planetary government. Below, it rests on sealed scars from one of humanity’s darkest wars. == The Saurial Occupation == During the [[Saurial]] occupation of Earth, NeoYork became one of the central battlegrounds of resistance. The occupiers recognized the city’s political, symbolic, and logistical importance, and moved quickly to control its government districts, communication networks, transit hubs, orbital links, and public information systems. The conquest of NeoYork was a blow to Earth’s morale, but the city did not submit quietly. Resistance cells formed in the old underlevels, utility corridors, sealed districts, diplomatic quarter, maintenance networks, and even within government institutions forced to serve the occupation. NeoYork’s complexity became its defense. The Saurials could occupy towers and plazas, but they could not easily control every tunnel, service deck, data shrine, refugee crawlspace, and hidden room beneath the city. It was in NeoYork that [[Watchstar]] became a central force in the resistance movement. From within the occupied capital, Watchstar helped organize sabotage, rescue operations, intelligence gathering, civilian protection, and coordination among scattered defenders. The city’s role in the resistance made it a symbol of defiance during one of the great crises of the thirty-first century. == Visitors From The Past == During the Saurial occupation, the superheroes [[Kodiak]], [[Booster]], and [[Mistral]] briefly visited NeoYork after being displaced from their own time. Their arrival in the thirty-first century placed heroes of the past in the middle of Earth’s occupied future. For Kodiak, Booster, and Mistral, NeoYork was both familiar and impossible: a future city built over the remains of a world they knew, transformed by centuries of history, war, progress, and loss. Their encounter with the occupied capital gave them a glimpse of Earth’s possible future and placed them alongside Watchstar in the struggle against the Saurials. The three heroes were eventually returned to their proper era, but their brief presence in NeoYork became part of the city’s resistance history. Among later historians, the incident is often cited as one of the stranger examples of temporal involvement in the Saurial crisis. == The Re-Formation Of Watchstar == During the Saurial occupation, [[Watchstar]] was re-formed in NeoYork by Carter Smith, a descendant of [[Protector|Jason Smith]], the original Protector and founder of the first Watchstar team. The name was chosen deliberately. In an occupied Earth where symbols had become weapons, Watchstar represented more than a superhero team. It was a reminder that Earth had once produced champions who stood together against impossible odds. The new Watchstar began as a resistance cell rather than a public super-team. Its members operated in hiding, moving through NeoYork’s old levels, sealed transit systems, maintenance corridors, refugee zones, and compromised civic networks. They smuggled civilians out of occupied districts, disrupted Saurial patrols, protected rebel transmitters, rescued prisoners, and gathered intelligence for the wider resistance. Carter Smith understood the value of legacy. The original Protector had helped define heroic resistance in an earlier age, and reviving Watchstar during the occupation gave scattered defenders a rallying point. The team’s emblem appeared in hidden messages, sabotage marks, underground broadcasts, and whispered rumors across the city. To the Saurials, it became a symbol of defiance. To ordinary citizens, it meant someone was still fighting. As the occupation continued, Watchstar grew from a small resistance band into one of the most important heroic forces on Earth. Its members included metahumans, technical specialists, underground fighters, and allies drawn from the city’s surviving networks. They were not celebrities or public champions at first. They were fugitives, saboteurs, rescuers, and defenders, fighting a war in the shadows of the occupied capital. After the Saurial occupation ended, Watchstar did not disband. The team remained together, transforming from a resistance movement into a recognized 31st Century superhero team. Its mission broadened from liberation to protection: defending NeoYork, Earth, and eventually the wider human sphere from threats that conventional forces could not handle. This thirty-first-century Watchstar inherited the name, ideals, and burden of the original team while becoming something distinct in its own right. Born in occupation and tested in resistance, it became one of the defining heroic institutions of future Earth. == The Old Levels == Beneath NeoYork lie the Old Levels: sealed streets, transit tunnels, foundation zones, prewar infrastructure, ruined districts, archaeological preserves, and forgotten spaces from earlier versions of the city. Some are carefully maintained as historical sites. Others are officially inaccessible. A few do not appear on any modern plan. The Old Levels are dangerous. They contain unstable structures, illegal settlements, abandoned defense systems, feral bioforms descended from Biogenic War organisms, obsolete machines, criminal hideouts, and relics of old New York, old wars, and old secrets. Urban legends claim that some tunnels still carry voices from the twenty-fifth century, that forgotten artificial intelligences haunt dead data centers, and that entire neighborhoods survive below in altered form. NeoYorkers dismiss most of these stories in public and repeat them eagerly in private. == Reputation == NeoYork is the capital, showcase, and warning sign of thirty-first-century Earth. It represents humanity’s capacity to rebuild, to concentrate power, to remember selectively, and to build something astonishing over catastrophe. To citizens of Earth, it is the center of political life. To off-worlders, it is the face humanity presents to the galaxy. To historians, it is a layered monument to survival. To rebels, spies, heroes, and occupiers, it is a city too vast and too stubborn to ever be fully controlled. NeoYork rose from the near-destruction of old New York and became the greatest metropolis of its age.
