In the Modern Age, the PHASE II V-134 Kestrel-type VTOL transcopter is one of the organization's most commonly used short-range craft types. Kestrels are typically used for prisoner transport and are commonly seen after a superhuman battle when supervillains may need to be taken into custody and transferred to a secure facility. They are fast and highly maneuverable and can land in city streets and on rooftops. Kestrels can be configured at short notice for a variety of requirements and mission profiles.

The Kestrel is a replacement for the venerable Goshawk helicopters used by PHASE II during the Silver Age.
