Real Name: Horatio Zenith

Background: Horatio Zenith was a scientist in a parallel universe called Imperium Aeternis. In that world, the British Empire, under an immortal cyborg Queen Victoria, ruled the entire Earth and other planets beside, enforcing their rule through powerful steam-driven and clockwork technologies. 

Using a probability device of his own invention, Zenith probed other dimensions to find new conquests for the Imperium, taking captives from Earth-11717, including Booster, and transporting them to his own world. Hurled into Imperium Aeternis by accident, Booster led the locals in a rebellion against Zenith, defeating him and his evil Forever Queen.

Skills: Doctor Zenith was a inventor and scientist without compare in his own world. 

Technology: Doctor Zenith was the master of a huge range of steampunk-style technology. However, the physical laws his Victorian world were slightly different from other dimensions, so his tecnhological devices had only a limited effect on Earth.
