Real Name: Phillip Scott

Background: PHASE II agent Phillip Scott tired of his law enforcement career and went to work as a youth counselor in the inner city. But talking could only solve so much. When a gang bloodbath threatened, Scott became a defender of the streets, battling gang violence and drug abuse as the Guardian Angel.

Status: Retired as Guardian Angel; currently serving as a US Senator from Illinois.

Skills: Guardian Angel is an extremely skilled martial artist who trained with Raven. During his PHASE II service, he was an investigator and security expert. He is also a charismatic public speaker.
