Guardian Angel is the former vigilante identity of Phillip Scott, a one-time PHASE II agent who turned from formal law enforcement to direct action on the streets, and later to public service at the highest levels of government. His career spans three distinct phases: agent, street-level protector, and elected official.

Early Career

Phillip Scott began his career as an operative within PHASE II, where he served as an investigator and security specialist. His work exposed him to the limits of institutional responses to crime, particularly in urban environments where systemic problems resisted simple solutions.

Over time, Scott grew disillusioned with the effectiveness of traditional law enforcement methods.

He left the agency.

The Streets

Seeking a different way to make a difference, Scott became a youth counselor in the inner city. There, he worked directly with young people caught in cycles of gang violence, poverty, and limited opportunity.

For a time, he believed that guidance and mentorship would be enough.

It wasn’t.

When escalating gang conflict threatened to erupt into large-scale bloodshed, Scott took more direct action. Drawing on his training, he adopted the identity of Guardian Angel and began operating as a street-level protector, intervening in violent situations and targeting the networks responsible for drug trafficking and organized crime.

He did not abandon his work as a counselor.

He expanded it.

Methods And Mission

As Guardian Angel, Scott combined physical intervention with community engagement. He confronted gang leaders, disrupted criminal operations, and protected vulnerable neighborhoods, while continuing to work with those trying to escape that life.

His approach was grounded in the belief that violence could be stopped, but only if its root causes were addressed alongside its symptoms.

Transition To Politics

Eventually, Scott stepped away from his role as Guardian Angel, turning his attention toward systemic change through public office. Leveraging his experience and reputation, he entered politics and was elected as a United States Senator representing Illinois.

In this role, he continues his work on a broader scale, addressing issues related to crime, urban development, and social reform.
