Vulture Island Detention Facility
[edit]Vulture Island Detention Facility is a high-security metahuman PHASE II prison located in the Nevada desert. Informally—and far more commonly—it is known as Stronghold West, the western counterpart to the eastern containment complex Black Iron Detention Facility (Stronghold East).
Built during the in response to the growing scale and complexity of superhuman crime, Vulture Island represents the current state of the art in metahuman incarceration: massive, heavily fortified, technologically sophisticated, and designed from the ground up to hold beings who cannot be confined by ordinary means.
Despite its name, Vulture Island is not a natural island. It is an isolated, artificially secured installation rising out of a harsh desert basin, surrounded by controlled terrain, layered defenses, and enough distance from major population centers to make escape attempts both difficult and conspicuous.
Strategic Location

The facility itself is effectively an island of containment within a sea of desert. Perimeter defenses include layered sensor grids, aerial surveillance, automated response systems, hardened access points, and restricted airspace enforced by both PHASE II and cooperating federal agencies.
If a prisoner escapes the walls, the desert becomes the next prison.

Even so, PHASE II does not rely solely on technology. Procedures, redundancies, and constant reassessment are built into daily operations. The assumption is not that the system is perfect, but that it must always be improving.
Jurisdiction And Role

Prisoners are transferred there following capture by law enforcement, superheroes, or PHASE II operatives, and after initial legal processing.
The facility handles a wide range of cases, from relatively minor enhanced offenders to world-class supervillains. Some inmates are held for long-term sentences. Others are detained pending trial, extradition, or transfer to specialized international or extraterrestrial facilities.
Its eastern counterpart, Black Iron Detention Facility in upstate New York, performs the same function for the eastern United States. Together, the two strongholds form the backbone of PHASE II’s domestic metahuman detention system.
Notable Inmates
[edit]Among the many dangerous individuals held at Vulture Island are the supervillains Channel and Diehard. Their continued confinement is often cited by PHASE II as evidence of the facility’s effectiveness.

“Escape-Proof”
