Background
[edit]Special Agent Lois “Coop” Cooper is a captain in the containment division of PHASE II, specializing in the detention, transport, and management of superhuman criminals. Widely respected—and occasionally feared—within the organization, Coop has built a reputation as one of PHASE II’s most uncompromising law enforcement officers.
Born into a family with deep roots in New York policing, Coop was the youngest of four siblings and the only daughter of an NYPD Chief of Detectives. Law enforcement was practically the family business. However, determined to avoid accusations of nepotism, she deliberately broke with four generations of NYPD tradition and instead joined the New York State Troopers.
An exceptional cadet, Coop graduated at the top of her academy class and became the first rookie trooper ever assigned to the Joint Response Team, a specialized anti-superhuman tactical unit sometimes nicknamed “Super SWAT.” Officially, the JRT existed to bypass jurisdictional and bureaucratic barriers during superhuman emergencies.
Coop first drew the attention of PHASE II recruiters during a violent confrontation at the Javier Institute for Higher Learning in Westchester County, where she successfully apprehended the villain Halloween during a battle between rival superhuman groups.
Following recruitment into PHASE II, Coop quickly advanced through the containment division and eventually assumed command responsibilities at Black Iron Correctional Facility, one of the world’s most notorious detention centers for superhuman criminals. She has also served at numerous PHASE II facilities across the globe.
Personality
[edit]Coop is famously no-nonsense, even by PHASE II standards. Disciplined, pragmatic, and deeply committed to the rule of law, she has little patience for recklessness, excuses, or vigilantism masquerading as heroism.
Although willing to cooperate with superheroes when necessary, Coop strongly dislikes heroes who ignore laws, violate procedures, or “cut corners” in pursuit of good intentions. In her view, accountability matters precisely because superhumans possess extraordinary power.
Despite her hard exterior, many colleagues quietly acknowledge that her strict professionalism comes from a genuine desire to protect innocent people and prevent catastrophic abuses of power.
Skills And Training
[edit]Coop possesses the full training of a senior PHASE II containment officer, including tactical operations, prisoner transport, crisis response, firearms proficiency, anti-superhuman procedures, and command leadership.
She is highly experienced in dealing with dangerous metahuman detainees and is considered exceptionally difficult to intimidate.
