“They keep sendin' bigger problems. And dumb ol' me, I keep showin' up anyways.”
— Rebel
Rebel is the field identity of Commander Jeb Stuart Sutherland, one of PHASE II’s most experienced and widely deployed operatives. A veteran of countless global and off-world engagements, he has built a reputation as a reliable frontline asset, a seasoned leader, and a man who rarely turns down a mission—particularly if it looks impossible.
Background
[edit]Jeb Sutherland’s path into heroism began not with intention, but with exposure. While serving as a U.S. soldier, he came into contact with mutagenic chemicals dumped into a local river, substances that altered his physiology in ways that were both immediately visible and profoundly transformative. His skin took on a constant glow, a side effect that proved difficult to conceal, but the deeper changes were far more significant: enhanced strength, endurance, and agility that placed him well beyond normal human limits.
Rather than becoming a liability, he became an opportunity.
PHASE II identified his potential early, bringing him into their system, stabilizing his condition, and training him to operate as a high-level agent. Under their guidance, Sutherland developed not only control over his abilities, but the discipline and tactical awareness required to use them effectively in the field.
He did not resist the process.
He leaned into it.
Career
[edit]Over the years, Rebel has operated across nearly every theater imaginable, from conventional military conflicts to superhuman crises, from covert operations to large-scale engagements involving threats to global stability. His assignments have taken him across continents, into deep-cover situations, and into direct confrontation with some of the most dangerous figures in the worldg.
Among his many encounters, one stands out above the rest: his role in the final confrontation with Doctor Omega, a conflict that ended with Omega’s death and cemented Rebel’s place among the foremost operatives of his generation.
His career has rarely been solitary. He has worked alongside numerous heroes, but his long-standing partnership with Kodiak remains one of the most notable, combining complementary strengths into a consistently effective field dynamic.
Alternate Future
[edit]In one documented dystopian timeline, Rebel rose to a different kind of prominence, becoming the leader of Watchstar X in a world defined by instability and escalating threats. While that future does not define his current path, it offers a glimpse of the scale of leadership he is capable of under the right—or wrong—conditions.
Personal Life
[edit]Despite the demands of his work, Sutherland has maintained a personal life within the structure of PHASE II. His recent marriage to command pilot Caya Hellyer reflects a rare balance between professional commitment and personal connection, forged in an environment where both are constantly under pressure.
Powers
[edit]Rebel’s abilities are the result of mutagenic enhancement.
- Superhuman Strength – Capable of lifting and striking with significant force
- Enhanced Endurance – Sustains prolonged activity with minimal fatigue
- Augmented Agility – Faster reaction time and physical responsiveness
His powers are straightforward. His application of them is not.
Skills
[edit]What elevates Rebel beyond raw ability is breadth of experience.
- Expert hand-to-hand combatant
- Proficient with a wide range of military weapons and equipment
- Extensive field experience across diverse operational environments
- Strong tactical instincts and leadership under pressure
He has been in more situations than most operatives ever encounter. He remembers every one of them.
Technology
[edit]As a senior PHASE II operative, Rebel has access to advanced weaponry and support systems tailored to mission requirements. He is known to make full use of these resources when necessary, though he remains equally effective without them.
Equipment is an advantage. Not a crutch.
Personality
[edit]Jeb Sutherland approaches his work with a combination of professionalism and genuine enthusiasm. He is a soldier who enjoys the challenge of the mission, a traveler who embraces the unpredictability of where it might lead, and a teammate who values the people he fights alongside.
There is a sense of momentum to him, a willingness to move toward the next problem rather than dwell on the last one, balanced by an understanding of what is at stake when he does.
He does not chase danger for its own sake. He just answers it when it appears.
Reputation
[edit]Within PHASE II, Rebel is regarded as one of their most dependable operatives, someone who can be deployed in almost any scenario with confidence that he will adapt and respond effectively. Among the broader hero community, he is known as a veteran presence, a figure who has been involved in more major events than most and continues to operate at a high level.
Among adversaries, his reputation is simpler. If Rebel is on the scene, the situation is no longer under their control.

Legacy
[edit]Rebel’s legacy is defined less by any single achievement than by the depth of his career. He represents a particular kind of heroism rooted in persistence, adaptability, and a willingness to engage with whatever comes next, regardless of scale.
He has been almost everywhere. He is not finished yet.
