Petro was the criminal identity of Peter Pietro, one of the most powerful organized crime bosses in American history and the longtime ruler of the New York underworld. A businessman, racketeer, murderer, and underworld strategist, Petro built a vast criminal empire that stretched across much of the United States and survived for decades despite repeated clashes with superheroes, vigilantes, federal agencies, and rival mobsters.
For years, Petro seemed untouchable.
Then he fell.
Twice.
Early Career
[edit]Peter Pietro made his first fortune in the oil business, where he developed the financial instincts, corporate ruthlessness, and appetite for risk that later defined his criminal career. Publicly, he presented himself as a hard-driving businessman and entrepreneur. Privately, he used that wealth and influence to build connections with organized crime, corrupt officials, labor rackets, smugglers, and violent specialists across the country.
An oil-drilling accident cost Pietro his right arm, but even that disaster became part of his legend. The cybernetic replacement he later acquired gave him superhuman strength in that arm and made him physically dangerous as well as politically formidable.
Over time, Pietro became known simply as Petro.
Crime Lord Of New York
[edit]Based in New York City, Petro rose to become the dominant organized crime boss on the American East Coast and, for many years, one of the chief powers behind organized crime across much of the United States. His organization controlled racketeering, smuggling, narcotics, political corruption, extortion, gambling, and financial crimes on an enormous scale.
Petro was not merely a gangster.
He was a corporate administrator of crime.
His empire operated through lawyers, accountants, shell companies, bought politicians, corrupt police, street soldiers, and costumed enforcers. Petro understood money as thoroughly as violence, and he used both with equal precision.
Enemies
[edit]Petro’s long reign brought him into conflict with many of New York’s crimefighters, especially Shadow and Gunslinger. His crimes also scarred the lives of several heroes personally.
Petro was responsible for the death of Shadow’s mentor, the Duke, an act that helped turn Shadow into one of his most relentless enemies. He was also responsible for the deaths of Manhunter’s sister and brother-in-law, placing him among the most hated figures in Manhunter’s personal history.
His relationship with his daughter, Maverick, also collapsed over time. Though born into Petro’s world, Maverick ultimately became estranged from him, adding another personal failure to a life otherwise defined by power and control.
First Downfall
[edit]For decades, Petro avoided permanent prosecution through intimidation, corruption, legal maneuvering, and careful insulation from direct evidence. Federal authorities knew who he was, but proving it in court became another matter entirely.
His first true downfall came when the vigilante Shadow uncovered evidence tying Petro not merely to racketeering, but to federal national security crimes. The case finally gave prosecutors the leverage they had lacked for years, and Petro was sent to prison after a long and bitter legal fight.
For Shadow, it was one of his greatest victories.
But the victory came at a cost.
Shadow was forced to leave New York, and without his continued pressure Petro’s enemies proved less capable of keeping the old crime lord buried.
Second Rise
[edit]Petro served only a few years before securing release through parole, legal pressure, and the lingering influence of loyalists within his organization. Older, angrier, and more cautious, he returned to New York determined to rebuild his empire and avoid the mistakes that had brought him down the first time.

His chief enforcer, Cheapshot, provided the necessary brutality.
For a time, it appeared Petro might succeed.
The Swann War
[edit]Petro’s second empire never fully regained the stability of his first. His imprisonment had created openings, and the most dangerous of his rivals was Enoch Swann, the albino financier and crime boss known throughout the underworld simply as the Albino.
Swann made his move during a bloody gang war for control of New York’s criminal networks. Petro’s organization fought viciously, but Swann proved colder, more patient, and better positioned than Petro had realized.
The war ended only after the intervention of the Night Shift, including Manhunter, Mistral, and Overcoat. By then, Petro’s empire had been shattered.
Petro himself was apparently killed when the mercenary Culebra blasted him with a shotgun, sending him through a high office window and down into the East River.
His body was never conclusively recovered.
Current Status
[edit]Petro is currently presumed dead.
Following his apparent death, Enoch Swann absorbed much of the remaining Petro organization and became the dominant crime lord on the American East Coast. Within the underworld, this marked a major generational shift: Petro’s long era of corporate mob rule gave way to Swann’s colder, more financialized criminal empire.
Still, some older criminals remain uneasy.
Petro survived prison, assassination attempts, superheroes, federal prosecution, and decades of gangland warfare. Until a body is produced, there are those who refuse to believe Peter Pietro is truly gone.
Powers And Technology
[edit]Petro possessed no innate superhuman abilities, but his cybernetic right arm made him dangerous in close quarters.
The arm granted:

- Concealed intimidation value
- A permanent reminder of his rise from industrial violence into organized crime
Petro rarely fought personally unless necessary, but when cornered he was more physically formidable than most expected.

[edit]Immaculata Law served as Petro’s personal assistant, accountant, attorney, and companion during his second rise to power. Her background remains uncertain, but her extraordinary memory and financial skill made her one of the few people Petro trusted with the inner workings of his restored empire.
Cheapshot served as Petro’s chief enforcer, a brutal and dangerous criminal whose past remains murky even by underworld standards.
Personality
[edit]Petro was cold, proud, calculating, and deeply accustomed to power. He viewed crime as business and business as warfare, drawing little moral distinction between a hostile takeover, a political bribe, or a murder ordered in a back room.
Unlike flamboyant supervillains, Petro rarely wasted energy on theatricality. He preferred leverage, fear, accounting, and permanent solutions.
At the same time, Petro possessed enormous vanity. His return from prison was driven not merely by money, but by the need to prove that no vigilante, prosecutor, rival, or superhero could truly end his reign.
That pride may have helped Swann destroy him.
Legacy
[edit]Petro remains one of the defining crime lords of the modern era, a figure whose influence shaped decades of New York underworld history and scarred the lives of heroes such as Shadow, Gunslinger, Manhunter, and Maverick.
His fall cleared the way for Enoch Swann to become the new boss of bosses on the East Coast, but Petro’s methods, networks, and crimes still echo through the city.
Because men like Petro do not merely commit crimes.
They build systems that keep committing them long after they are gone.
